Tammy Moodley is an experienced consultant who has worked in the public health space for more than 20 years. She has a diverse background with post graduate qualifications in Social Science (M.ED. SC), HIV and AIDS management, clinical psychology and an array of short courses. Her academic qualifications combined with her exposure to multiple sectors including education, social development and health enable her to apply herself from a holistic and integrated perspective when designing targeted interventions. She has worked with the National and Provincial Departments of Health and Education as well as consulted to and acted in the capacity of service provider to various NGOs and social partners. Her input this afternoon is based on cumulative insights gained from working in particular with the HIV and AIDS pandemic, designing interventions aimed at mitigating HIV and AIDS in the workplace and at grassroots community level.

Clayton Scott BCom(Acc); BCom(Hons)(Acc) (UKZN); CA(SA); RA(SA);MDP B-BBEE (UNISA) is an entrepreneur with a diverse wealth of experience. His knowledge extends beyond the typical finance realm into technology and many other specialist areas. He is the CEO of SA Lantern a regulation technology company that has pioneered ease of use systems to assist companies with a number of compliance challenges. He also is the Managing Director of an audit and advisory company, Wildner Inc specialising in the SME market, providing guidance and assistance to aid organisations through a number of their regulatory burdens.

Nomfundo Sokhela UKZN, B. Tech: Environmental Health – DUT, Cert in Environmental Management – Potch University, N. Dip: Environmental Health. Registered HSEQ Specialist with 14 years’ experience in the field in ensuring legal compliance, systems development, Training, Auditing, Contractor Management and Behavioural Change.  Her previous roles include: Greater Middle East & Africa Cluster Safety Special for Tetra Pak, SHE & Security Manager for Unilever Indonesia. HSE Practitioner and later Health Specialist for TOTAL SA, – Currently Director & Lead Consultant for KaSolwazi Training & Consulting. Current: NEBOSH, Post Grad: Occupational Health and Hygiene.

Brad Mears has over twenty years of experience in healthcare, human resources and industrial relations. He is the former CEO of the South African Business Coalition on Health and Aids, where he gained extensive experience in the management of health in the workplace and beyond.

Dr Yogan Kista is a medical doctor in private practice, a public health consultant and a part – time lecturer in the Department of Public Health at the University of Kwa-Zulu Natal. He qualified in 1993 from the Nelson Mandela School of Medicine and completed his Masters in Public Health at UKZN in 2008. His focus is on collective community health benefits and health equity in our society.

A New Dawn…. Raises New Amendments

Last week brought in a new cabinet and with that a new hope for a strong turnaround into the South African economy, with a drive toward investment friendly policies. Friday 31st May however, provided our former Minister of Trade and Industry the last opportunity to Gazette the long-awaited amendments to the Generic Codes of Good Practice. With a hope that these might provide some further incentive for investment, these amendments are certain to create further frustration in the short-term. Although they do provide some much needed clarity that has been lacking. They will however do little to solve the already almost unbearable task of completing a B-BBEE verification for most entities.

Thankfully with a 6-month implementation period, these amendments have deviated slightly from the trend of immediate application that has made some of our sector codes increasingly difficult to manage.

What has changed? In a nutshell, the new amendments have targeted two elements of the scorecard, namely, Skills Development and Enterprise and Supplier Development. These elements, already nuanced with difficulty have become arguably more expensive to manage.

Preferential procurement has raised the bar with the addition of points for an increase in target and points for spend with majority black owned enterprises.  Insertion of the NPAT computation has been added for Enterprise and Supplier development as has the clarity of what a designated group supplier actually is following the insertion of the appropriate definition.

The overarching statement, Statement 000, has also been tweaked to add clarity and provide further confirmation of what was already anticipated. Most relevant being that only the flow-through method is utilised for evaluating black ownership. So to any of the Exempt Micro Enterprise(EME) and Qualifying Small Enterprises(QSE) that have utilised a modified flow through structure be warned, attesting to an affidavit that doesn’t result in the appropriate flow through % will be regarded as fronting.

Ultimately, with Rob Davies disappearing off under the horizon not much has changed in the B-BBEE space, aside from some clarification and more costs.
